Who is Martin Woolley?
Martin Woolley is the Talent Coordinator and Senior Program Manager for Arcadia Cognerati. Martin Woolley is a decorated former British Naval Commander and a proven leader with over 35 years of experience as a commercial business development manager, program manager and senior military officer. Martin was selected on four occasions to military command appointments.
Martin is the former Head of MCM, Diving and Operational Requirements Staff Officer, HQ Royal Navy of Oman, Ministry of Defense, Muscat Oman. During this period Martin acted as Superintendent of Diving and was responsible to the Commander of the Royal Navy of Oman (RNO) for all MCM, Diving and Explosive Ordnance Disposal operations. In this Ministry of Defense appointment, Martin was also responsible for managing future Naval Operational Requirements to improve operational capability for the surface warfare units of the RNO.
Martin is also the former Deputy Leader at NATO’s Supreme Allied Commander Transformation Headquarters’ Counter Improvised Explosive Device Integrated Product Team. Martin was responsible for the development of Training, Doctrine and Capability Development of NATO’s C-IED programs. During this appointment Martin was instrumental in developing, training and fielding the WIT Weapons Intelligence Teams to the kinetic fights in Iraq and Afghanistan. Martin’s responsibilities included that of Budget and Resource Manager supervising a US $ 15 million fund.
Martin is currently responsible for Contract Availability and is the Senior Program Manager and Head of an International team based in King Abdul Aziz Naval Base, Kingdom of Saudi Arabia. Martin is providing his Subject Matter Expertise in mine warfare support and operational services to the Royal Saudi Naval Forces’ Mine Countermeasures vessels.
Martin was the former Senior Business Development Manager for Orbis Operations, LLC in McLean, Virginia. As such Martin was responsible for the initial design and development of a Maritime Advanced Situational Awareness Training program, a new C-IED Advanced Situational Awareness Training Course and the provision of Advanced Situational Awareness Training programs to the International Market. During his tenure Martin successfully developed new training courses coupled with business development strategies, culminating in the contract award of new courses of instruction for the US Navy, NATO’s Maritime Interdiction Operational Training Center, and the Hungarian C-IED Training Center.
Martin’s extensive experience in training and education program, tactical development and evaluation, doctrine development, risk management, challenging staff appointments and budget and resource management in both military and commercial operations have made him an indispensable member of the Arcadia Team. Martin has extensive experience working across organizational, cultural and social boundaries and has a track record of presenting briefings to senior commercial management, foreign militaries and government representatives.
